Federal Attorney-General ROBERT MCCLELLAND's told Justice KIRBY he will hold a special
place in the history of the High Court because of the way he's carried an enormous workload
with devotion and integrity.

Justice KIRBY .. who will deliver his final judgments at 2.00pm (AEDT) .. will be replaced
tomorrow by Justice VIRGINIA BELL from the NSW Supreme Court.

FED:Australia offers help over Israel fires

CANBERRA, Dec 3 AAP - Foreign Minister Kevin Rudd has offered the help of Australian
emergency services in tackling bushfires raging out of control in Israel.

At least 40 people have died after a fire tore through a forest near Haifa on Thursday.

Mr Rudd said in a statement Australia knew about the devastation of bushfires.

"I understand several of Israel's neighbours are sending assistance to help tackle
the fires, including aircraft," Mr Rudd said.

"At this point, given the urgency, we understand that Israel is seeking assistance
from countries in its region.

"Australia stands ready to offer assistance to Israel."

Mr Rudd said the Australian embassy in Tel Aviv had been in touch with Israel authorities
and at this stage there was no indication of any Australian injured or killed as a result
of the fire.

Mr Rudd, who is currently in Bahrain, will travel to Israel later this month for an
official visit.

Fed:Business price pressures a warning for consumer inflation

CANBERRA, April 27 AAP - Renewed inflation worries could well see the Reserve Bank
of Australia (RBA) raise the cash rate for a third month in a row when its board meets
next Tuesday.

Financial markets have yet to price such an occurrence, but economists say it is a
risk after new data on Tuesday showed the cost of materials for business accelerated at
their fastest pace in 15 months.

The more influential consumer price index (CPI) for the March quarter is released on Wednesday.

RBA Governor Glenn Stevens appeared to hang the outcome of CPI as a key factor for
the May board meeting in the opening remarks of a speech on the economic outlook last
Thursday.

"We, and everyone else, will have an opportunity to update our thinking on the current
and likely future course of inflation," Mr Stevens said.

JP Morgan economist Ben Jarman said Mr Stevens comments may have purely reflected the
fact that it is uncommon to offer commentary so close to an inflation result.

"But it could also indicate that the official view on the inflation outlook is more
fluid than normal," Mr Jarman said.

Tuesday's release of the producer price index (PPI) for the March quarter will give
the RBA board food for thought, showing a rebound in price pressures at all stages of
production.

The PPI at the final stage of production rose by a solid 1.0 per cent in the first
three months of the year, the biggest increase since the December quarter 2008, and only
the second quarterly rise in that time.

Economists' forecasts had centred on a 0.6 per cent quarterly rise.

Reflecting the weakness of previous quarters, the annual PPI fell 0.1 in the year to
end-March, but this was much smaller than the 0.7 per cent declined expected by economists.

TD Securities senior strategist Annette Beacher said the result of the PPI does not
directly translate into the CPI report because it is a matter for individual businesses
when they pass on increased costs to consumers.

"Nevertheless, it does signal upstream pressure for inflation down the track, with
both imported and domestic inflation creeping higher in this (PPI) report," she said.

In an AAP survey of 13 economists conducted prior to the PPI release, forecasts centred
on a CPI rise of 0.8 per cent in the March quarter, lifting the annual rate to 2.8 per
cent, and up from 2.3 per cent in the year to end-December.

This would be towards the upper end of the RBA's two to three per cent inflation target band.

Forecasts for the more policy-sensitive underlying measure of inflation centre on a
0.7 per cent rise in the March quarter for an annual pace of 3.0 per cent, albeit down
from 3.4 in the year to December.

National Australia Bank senior economist David de Garis said an underlying inflation
outcome of this measure "may still be enough for another rate rise".

"A (March quarter) number that is materially higher than 0.5-0.6 per cent would be
grounds for the RBA to suspect that the low point for underlying inflation might not be
2.5 per cent as per their (February) forecast but 2.75 per cent," he said.

Fed: GPs to earn more from longer consultations

MELBOURNE, Dec 14 AAP - Doctors who spend more time with patients will be rewarded
better under a revamp of Medicare fees, Health Minister Nicola Roxon says.

The federal government announced on Monday changes to the Medicare Benefits Schedule
(MBS) which it hopes will encourage longer GP consultations and a greater emphasis on
preventative health.

From May, GPs spending 20 minutes or more with a patient will earn $66.45, up by $1.25,
while sessions of more than 40 minutes will increase by $1.85 to $97.80.

Medicare fees for standard consultations of about 12 minutes will remain unchanged at $34.30.

"Instead of having 85 different item numbers, we now have 33 - it means doctors don't
have to be scrambling around to find the right number and are able to spend that extra
time with patients," Ms Roxon told reporters.

"It sends a signal for doctors that there is a reward for spending longer time with
patients when they needed and at the same time paying an appropriate amount for very fast
consultations."

She said the changes delivered on the Rudd government promise to reduce red tape and
to make sure doctors are rewarded for spending more time dealing with preventative health
issues and chronic diseases.

"This is about making sure that the Medicare schedule - the amount of money paid by
the government to doctors - recognises the difference between a very short consultation
and a longer consultation," Ms Roxon said.

"There's been a lot of work done with GPs to get the description right so that it fits
the reality of general practice as described to us by doctors."

KEVIN RUDD's announced further financial support measures for those affected by natural
disaster in Victoria and Queensland.

The PM's told parliament another five million dollars will be provided for emergency
relief in bushfire-affected Victoria and flood-affected Queensland.

Mr RUDD says people who've lost their main source of income because of the fires will
be given the dole for 13 weeks .. to help them get by.

Those payments will be extended beyond that time if needed.

Medicare and Centrelink will also help people re-establish their identities.

decision to slash Swimming Queensland's funding.

Mr BOHL .. an Australian Olympic swimming coach .. says the cut in grass roots funding

Swimming Queensland chief executive KEVIN HASEMANN says their former budget of 280
thousand dollars per year will be gradually sliced to the point where it's 150 thousand
dollars less per year.

Mr BOHL says grass roots funding is the reason for Australia's success in the pool
.. and he says more is needed .. not less.

But Sports Minister JUDY SPENCE says funding to Swimming Queensland will stay at 250
thousand dollars a year until 2010 .. with other funding available for special initiatives
.. and funding beyond that hasn't been worked out yet.

Fed: First homeowners saving scheme under fire

SYDNEY, April 18 AAP - The federal government's plan to increase national savings and
make housing more affordable has been slammed as unfair and too complex.

The government's first-home saver account plan is also criticised as highly regressive
and might not even be available on time, according to a flood of submissions to a Treasury
inquiry into the proposal, Fairfax reports.

They say it gives rich savers double the benefit of poor savers, makes no provision
for a direct withdrawal of funds if someone's circumstances change, its eligibility age
of 18 is too high, and it may be too complex and costly for superannuation funds to set
up by the proposed start date of July 1, the newspaper reports.

The government has refused requests by the Fairfax media to see the submissions, understood
to number about 120, even though the deadline passed six weeks ago.

The Treasury website said they would be treated as public documents unless otherwise requested.

But a number of submissions obtained by Fairfax media reveals a long list of criticisms
from consumer groups, super funds and other financial bodies.

VIC: Police reopen 21-year-old case of woman's disappearance

MELBOURNE, Dec 13 AAP - Cold case detectives have reopened an investigation begun over
21 years ago into the disappearance of a Melbourne mother after new information came to
light.

They are also offering a $100,000 reward and possible indemnity from prosecution for
anyone who helps police find those responsible for the disappearance of Marlene McDonald.

Mrs McDonald was estranged from her husband when she disappeared on December 14, 1986
after a night out with friends.

Shortly after two anonymous phone calls to the Truck City Restaurant and Cafe - where
she worked as a waitress - indicated the 36-year-old mother-of-five was dead, said Acting
Senior Sergeant Julian Horan.

"An examination of her house at the time indicated someone forced entry and a struggle,"

he said today.

"She has never been seen or heard from since, she has been described as a dedicated
mother but never contacted her children over 21 years.

"Police believe she met with foul play."

Snr Sgt Horan said police had several suspects.

Detectives are today revisiting witnesses and doorknocking Melbourne's north in the
Wattle Grove area in Reservoir where Mrs McDonald lived and at Truck City in nearby Campbellfield.

Witnesses told police on the evening she disappeared they heard a car start up and
drive erratically down Wattle Grove.

They do not believe Mrs McDonald was driving.

"Our review has heightened our suspicions about her disappearance and we believe it's
worthy of reinvestigation," Snr Sgt Horan said.

"We believe someone in the community knows what happened to her and urge them to call police.

"Marlene's children, family and friends have suffered heartbreak for over 21 years
and we are placing a lot of resources into this investigation for them and to bring those
responsible to justice."

Mrs McDonald's elderly mother, Edie McEntee, told reporters through tears today the
the pain of losing her daughter was "indescribable" and she thought about her every day.

"She was a loving person and you wouldn't find a better mother," she said.

"At the time when we saw what shape the house was in I had an eerie feeling, I thought
'I will never see Marlene again'.

"I want closure. My husband use to say 'Id settle for bones'."

Mrs McDonald's five children lived with their father after her disappearance.

Mrs McEntee said she only re-established contact with them in recent years at her husband's
funeral.

"I blamed the police at the time for not solving it and getting called on to another
case, but they are doing a terrific job now," she said.

MELBOURNE, April 30 AAP - The Victorian government is expected to start fulfilling
its billions of dollars' worth of election promises in tomorrow's budget, including a
large boost to schools.

But the opposition warns the treasurer is using too much debt to subsidise capital works.

The government has promised to spend $1.9 billion replacing school buildings over the
next four years.

In health, it promised $1.68 billion, including $476 million for emergency departments,
$115 million for two new dedicated elective surgery centres, $265 million for country
services, and millions more for new and redeveloped hospitals.

This week, the government announced some of the measures that will feature in the budget,
including an extra $10 million over four years for youth mental health, a $53 million
boost to maternity services and nearly $22 million for a major school rebuilding program
in Melbourne's north.

It also announced $30.2 million for equipment for people with disabilities and a $177
million reduction in stamp duty for motorists on vehicles priced between $35,000 and $57,000.

Treasurer John Brumby has indicated there will be new money for businesses to tackle
climate change and for water infrastructure.

Opposition treasury spokesman Kim Wells says the government should pay for a desalination
plant and new dams.

But Mr Brumby has ruled out making an announcement on desalination in the budget and
says new dams are contrary to Labor's policy.

The drought has dented Victoria's economic growth by up to one per cent but the budget
will predict a slightly stronger rate in 2007/08, higher than 2.75 per cent and partly
conditional on average rainfall, Mr Brumby said.

The budget surplus has settled down from the mid-year report of $910 million, closer
to the $374 million forecast, Mr Brumby said.

He said government sector net debt would rise. It is predicted to pass $3 billion but
the treasurer argues it will remain low as a share of gross state product, between 1.2
and 1.5 per cent, in line with a triple-A credit rating.

Mr Wells said rising debt was a symptom of Labor's poor financial management and needed
to be controlled.

"Victoria is paying more from the bankcard, it's not acceptable," Mr Wells said.

Mr Brumby told reporters tax cuts would be "unusual" in the first budget of a new term.

decision which led to world cricket's first abandonment of a Test match.

"People who know me and the sort of person I am know I would not take action unless
I really thought it was necessary," News Limited newspapers quoted Mr Hair as saying.

"I stand by what I have done, but if anything comes out at the inquiry that proves
me incorrect, I would accept that too."

Umpire Hair ruled that Pakistani bowlers had tampered with the ball during the recent
Fourth Test against England.

The Test was awarded to England after the Pakistani team protested and refused to return
to the field.

NSW: Police Commissioner approves hurt-on-duty claim

SYDNEY, April 16 AAP - NSW Police Commissioner Ken Moroney has reversed his decision
on a compensation claim from the family of a top undercover policeman who died in 2003.

The move to grant the hurt-on-duty claim means the wife of Detective Inspector Andy
Day is now entitled to a widow's pension.

The 45-year-old officer died of pneumonia after contracting flu-like symptoms following
an office clean-up job.

He was one of six officers who got sick after clearing out files from a secret warehouse
which was allegedly crawling with mites and thick black dust.

Mr Moroney earlier knocked back the hurt-on-duty claim, despite approving similar claims
from two other officers.

But after critical media reports last week, Mr Moroney ordered the police legal service
to refer all materials relating to the hurt-on-duty claim to independent legal counsel
for urgent advice.

Mr Moroney today said independent counsel had found Mr Day's working environment had
exacerbated a pre-existing medical condition that led to his death.

"I have taken the immediate decision to reverse the finding made by the delegate of
the NSW Police Workers Compensation Unit," Mr Moroney said in a statement.

"I grant the hurt-on-duty claim and order the delegate issues a new certificate stating
Detective Inspector Day's death was, in fact, caused by him being hurt on duty."

Mr Moroney said he had notified Insp Day's wife of his decision.

State Coroner John Abernethy is preparing to investigate the officer's death.

SYDNEY, Dec 11 AAP - Parking in a bus zone will no longer attract demerit points but
parking over a school crossing will, under changes unveiled by the NSW government today.

The changes take effect from March 1, 2005, a month later than planned, and follow
consultation with the Transport Workers' Union, the Taxi Drivers' Association, the NSW
Road Transport Association and other professional motoring groups.

"I'm now satisfied that demerits for double parking and parking in bus zones was likely
to put some people out of work and some companies out of business - that was never the
intention," Roads Minister Carl Scully said in a statement.

"Under the revised scheme, demerit points for the offences of double parking and stopping
in a bus stop or bus zone will now not be introduced."

However, he said, "in the interest of school safety, demerit points will now apply
for parking on pedestrian and school crossings".

The month-long delay implementing the change was to "allow more time to develop a major

Las Vegas Sands accelerates worldwide casino expansion plans.(Drifting Sands)

From the eastern United States to the plains of Spain and the cities of the Asia, Las Vegas Sands Corporation's aggressive casino resort growth strategy shows few signs of abating.

Fresh off the continued success of its integrated resorts in Macau and Singapore, Sands took the next step in creating a similar development at its Bethlehem, Pa., property with the grand opening of a luxury hotel yesterday. The casino portion of Sands Bethlehem, which houses 3,000 slot machines and 123 table games, had opened in May 2009.

"When the casino opened two years ago, [Las Vegas Sands Chairman and CEO] Sheldon Adelson promised that if table games were eventually approved in Pennsylvania, we would build a hotel here," said Robert DeSalvio, president of Sands Casino Resort Bethlehem, at the grand opening. "We are now fulfilling that commitment to create a destination casino resort in Bethlehem."

The $30 million Sands Hotel includes 302 rooms, including six Presidential Suites and 16 Executive Suites, with the latest in modern amenities such as wireless Internet, media hubs and high-definition flat-screen televisions. The facility also includes an indoor pool, a fitness room and 5,000 square feet of flexible meeting space.

Sands Bethlehem site plans call for the opening of a retail mall and a convention center large enough to handle trade shows and other functions by February 2012.

"In the end, Sands Bethlehem will be a smaller version of the larger integrated resorts we have developed in Las Vegas and Asia," said Michael Leven, president and COO of Las Vegas Sands. COUNCIL ACTS AGAINST FALSIFIED MEDICINES.

BRUSSELS -- The following information was released by the European Union:

The Council today adopted1 a directive aimed at preventing falsified medicines from entering into the legal supply chain (3/11 + 10313/11 ADD 1 REV 1).2 It herewith acts against the alarming increase of falsified medicines detected in the EU and the public health risk which that poses. The directive amends directive 2001/83 and reflects a first-reading agreement with the European Parliament reached during the Belgian presidency3.

Falsified medicines usually contain sub-standard or false ingredients, or no active ingredients or ingredients in the wrong dosage. Their infiltration in the legal supply chain poses a particular threat to human health, on the one hand directly since such medicines might deprive patients of effective and necessary treatment, and on the other indirectly as their infiltration might lead patients to lose trust in the legal distribution chain.

The new directive includes inter alia the following provisions to address falsified medicines:

Medicinal products subject to prescription must bear safety features which should allow verification of the authenticity and identification of individual packs throughout the supply chain, and provide evidence of tampering. Non-prescription medicines are normally exempt from this obligation. In the light of a risk assessment, it will, however, be possible to extend the scope of safety features to non-prescription medicines for which this turns out to be necessary and to exclude certain prescription medicinal products from the obligation to bear safety features. Re-packaging of medicinal products remains possible, but the safety features must be replaced by equivalent safety features.1

The manufacture of active substances intended for use in medicinal products must follow good manufacturing practice regardless of whether these ingredients are manufactured in the EU or imported. The manufacture in third countries of active substances which are intended for export to the European Union must provide for a level of protection of public health equivalent to that provided by EU law.

In order to strengthen the protection of the legal supply chain, importers, manufacturers and distributors of active substances must be registered with the competent authority as brokers of medicinal products. Furthermore, the manufacturers of medicinal products must verify that the manufacturer and the distributor of the respective active substances comply with good manufacturing practice and good distribution practices. They must also ensure that the excipients used are suitable for use in medicinal products. Wholesale distributors must verify that their supplying wholesale distributors are authorised.

Manufacturers will be obliged to inform competent authorities about medicinal products they suspect of being falsified. A legal basis is created for customs authorities in co-operation with competent authorities to take measures aiming to prevent that medicinal products suspected of being falsified enter into circulation.

Member states will be obliged to have systems in place that make it possible to recall falsified or otherwise dangerous medicinal products.

The new directive also contains provisions aimed at protection patients from receiving falsified medicines through the sale of medicines via the internet. Websites offering medicines must be linked to the website of the respective competent authority on which a list of all persons or bodies in that member state that are authorised to offer medicinal products for sale via internet must be available. Furthermore, such webpages must, in order to facilitate identification, display a common logo. These new provisions are without prejudice to member states' right to regulate retail sales of medicinal products.

Member states must impose effective penalties inter alia for the manufacturing, distribution, import and export of falsified medicinal products.

Member states have 18 months in which to transpose the new rules into national law.

You have to understand the different types of video monitoring before you can effectively ascertain what your prospect wants and how you will accomplish their goals. There is interactive monitoring that can be piped proactively to smart phones or other Internet connections real time. There are guard patrols that use preset parameters to check the protected premises for any exceptions. There is guard replacement that interactively patrols a facility, notes any exceptions and sounds alarms in real time while interacting directly with a central monitoring station or other guards on the premises. In this scenario or others, live audio adds a deterrent and real-time notification factor.

However, integrators have to do their due diligence on the companies they might consider to help them offer virtual guarding, virtual doormen or other remote monitoring services.
